There are a few details that were left out of this very fine presentation.

1. That he is the new IRS Commissioner after his predecessor was ousted for the public finding out that the IRS was targeting and harassing “Tea Party” political opposition members by giving them a rough time qualifying their nonprofit entities as tax exempt organizations. Shame on the wrong doers.

2. It is interesting that he is making a big effort to talk to other IRS employees. I wonder if a different viewpoint might be obtained by talking to taxpayers that have to deal with IRS employees and are on the receiving end of the alleged ‘service’ that is being provided. The IRS used to go by the motto “the kinder and gentler IRS”, but not any more. It might be the oposite at this point in history. If the goal is “serving you and this great nation” then I wonder if bias might creep into the perspective of IRS front line “examiners” (auditors) whose performance is based on how many dollars per hour that they extract from the taxpayers they “serve”.

3. The glowing report about elecrtonic filing of tax returns lacks impartiality in many respects. Like the government mandate that income tax return preparers are required to e-file a client’s tax return or face a $250 fine from the IRS for not e-filing the return, if the client has not signed a form with mandated wording, forbidding the tax preparer from e-filing. So it is not all voluntary happy taxpayers jumping up and down with eagerness to e-file without coercion.

4. When e-filing came out the government thought they could save a little money by not having to touch those dirty old tax forms. Let your computer talk to my computer. The IRS told taxpreparers that the high standards of e-filing would reduce “errors”. If that was true then why does the IRS pay out billions of dollars each year to phony tax returns? Or course that could not be an error because we came up with a new word to hide the fact that these are not errors. Why the are now calling those ‘errors’ by the euphemism word ‘identity theft’. I don’t care what you call it but I bet the Treasury losses more money each year to these intentional errors (fraudulently e-filed tax returns)  than they ever achieved in savings by not having touch paper tax forms and actually work to process the reports that are mandated that the public to file each year.  The Treasury Department should do a cost benefit analysis to see if the losses paid out to phony refunds paid out to fraudsters using someone elses data cost more to run the government than it would to go back to everyone filing paper tax returns.  If the Treasury finds a cost savings in the paper filing method then efficient government would indicate a change to the most cost effective method of processing tax forms that include all the facts and circumstances.   The assumption here is that it is an important objective to run the government efficiently, but I have no documented evidence that effeciency is even considered as an objective in “Public Administration“.

In addition when a paper tax form is submitted and let’s say two divorced parents claimed the kids on their separate tax returns, the IRS had to follow up with taxpayer letters to clarify the double claiming of the same kid on two separate tax returns.. .

 

But not with e-filing. The IRS merely rejects the e-filed tax forms and now the income tax preparers have to do former government work and contact the taxpayers and take extra nongovernmental time to explain and resolve the problem for the government and the government is not paying their own staff to work on the problem that they quietly pushed out to the private sector income tax professionals. Should the government have to pay for this service? Well it seems less fair to pass this cost directly to consumers.

E-Filing for “free” is an interesting concept. If you put a stamp on your paper filed tax return, hasent the IRS always accepted your tax forms and tax payments “for free” in the past? (Answer=Yes).

5. The IRS is cutting back on public phone service. That may not be bad because many commentators have noted that IRS phone reps only get the right answers abou sixty-percent of the time anyway. Now with less phone service the IRS alone is in the process of hiring 16,000 new employees to implement the Affordable Care Act “aka ACA or Ob Care”. There a train load of new penalties and government hand outs on the horizon for tax year 2014 and beyond. In 2014 the Fed. Health And Human Services is the public front agency. However, in 2015 (after the mid-term congress election) the IRS will be the public front agency from then on.

When the IRS Collection Division can not collect from Taxpayers,
there is always the option to call in the USMC to nationalize
assets alleged to be payable in alleged taxes due.

6. With less IRS phone help for inquiring taxpayers trying to understand volumes of mandated forms, requirements, record keeping rules that should be classified as a separate language for the English they started with before redefining every word and phrase to mean something other than irs common usage when normal people speak English.

Then you would expect some reduction in the epidemic of financial penalties that are scooped out in large doses to any taxpayer who fails to follow the over a million pages of tax statutes and regulations.
With less IRS phone help for inquiring taxpayersthe government is essentially saying ” that taxpayers who would like to talk to a trained IRS representitive are told go look it up yourself on our website because we can’t even our phone reps to understand the millions of pages of regulatory ‘poop’ that just might apply to your tax situation but we won’t get unvolved to help until after you have sent in your tax forms so we can zing you with extra taxes, negligence penalties, plus interest accrued on the newly created tax assesment.

Recently the new business depreciation regulations were issued. I am not so sure that business owners and small family corporations are eager to take time away from making living working to read the 250 NEW PAGES of regulations on that one particular topic alone.

So who has time to be a prodive member of the business world, provide goods and services, supervise and train employees, and hire new workers to help reduce unemployment when the government mandates require all your time reading and studying government mandates written by people who are not productive members of society.

It”s like the government is casting a fishing net over the ‘free Americans’ so that their every movement and action will create the need for loads of documentation in case the financial predators come around and catch you in their bear trap.

Unfortunately the government in the USA is anti-business and actually handycaps business activity by over regulation and then they wonder why businesses don’t hire more workers and pay more taxes at the same time. The reason is that businesses can not just “print money” like the feds nor can businesses run trillions of dollars of budget deficits with the expectation the future generations of businesses will somehow pay for the misguided debt. Oh well, thats life in the modern world.

7. I could say more but I think you understand the belief that our government’s desire for control of everything is more that a little excessive. It’s insaciable.
